What we are committed to
- Extending choice: By summer 2004 patients waiting over six months for surgery will have a choice of faster treatment at another hospital. By December 2005 it will be routine for patients to choose the hospital at which they receive their treatment.
- More convenient care: There will be improved access to community-based care with more walk-in centres and new commuter-focused services sited closer to workplaces.
- More community-based services: 3,000 new community matrons offering NHS patients tailor-made services suited to their individual needs – benefiting people with long-term medical conditions such as asthma, arthritis or diabetes.

EducationEducation is central to Labour’s mission to deliver social justice and equality of opportunity. We are committed to extending high quality education, personalised to each and fair to all.
What we are committed to
- Rebuilding or refurbishing every secondary school over the next ten to 15 years.
- At 14-19, every young person will have a pathway to suit them that fits them for work, further learning, and for life as an adult;
- Doubling funding per pupil (since 1997) - reaching at least £5,500 by 2007-08
- More breakfast and after school clubs, to boost learning and enable all children to participate in a wide range of activities.
- More sport in schools, ensuring that every child can get involved.
- Enabling half of all young people to attend university.
EnvironmentLabour recognises that a healthy and attractive environment contributes to the wellbeing and quality of life of everyone in Britain. We also recognise that a degraded and neglected environment hits hardest the worst-off communities in this country and around the world. That is why Labour believes sustainable development – striking a balance between economic growth, social justice and environmental protection – is so important.
What we are committed to
- Further reductions in greenhouse gases: By 2010 we will move towards a 20 per cent reduction in carbon dioxide emissions below 1990 levels, through measures including energy efficiency and renewables. And we are on track to reduce emissions by 60 per cent by 2050.
- Encouraging recycling: We will enable at least 25 per cent of household waste to be recycled or composted by 2005-06, with further improvements by 2008.
- Warm homes for all: we will eliminate fuel poverty in vulnerable households in England by 2010 in line with labour’s Fuel Poverty Strategy objective.
